Just rephrase your question, Yes Realtors can answer the question. Best neighborhood as in what. Pools and Tennis courts, Average rise in property values, Lowest vacancy rate. Lowest Property Taxes, No Mud taxes, No Flood zone. There are several questions we can answer that are not considered steering.
And to go one step further you are allowed to look for property in a certain school district, we are just not allowed to tell you what school district to look in. You can tell us that you do not want to be near a rail road tract , we just can not leave out homes near a rail road tract unless you request it.
We may show you homes only in a senior community if you are a senior citizen.
We may not exclude areas of certain religious or ethic make up with or without your request.
For schools you can go to http:www.schoolmatters.com

for crime got to http://www.Realtor.com got to the area you are interested in and pull up the neighborhood and click on crime
