I agree with Bernard. Walnut Creek and Pleasant Hill are your best bets. If you extend just a bit south of San Ramon, the next city is Dublin, which is in Alameda county. Closer to to airports (San Jose and Oakland) plus lower property tax.

The last condo rental in Sunny Glen on the MLS was a 2/2 with a single car garage and an inside laundry area. It was listed at 1255 square feet. The one year lease went pending on March 18th of 2012 at $1700 per month. It had originally been listed for lease/ rent at $1800.
The Sunny Glen area is an over age 55 "retirement area", so at least one occupant of the home or condo must be over 55.... more
You have the answer to your primary question: barring any rent control ordinances the landlord can do as they wish.
However, at the end of your lease should you transition into a month-to-month rental the landlord must provide 30 to 60 days notice of a rent increase (determined by the percentage of increase). See marked page 31 of this document:
O. K. We are in total agreement that a landlord can give different terms to different tenants as long as there is no legally prohibited discrimination against any tenant. Now that you have your answer, what are you going to do? If you believe that you have a valid reason for your landlord to reduce your rent, talk to him/her about the issue. The answer may be â€œnoâ€ but you will know where your stand. Perhaps you can make a good enough case to get your landlord to cut you some slack.... more
