At a high level there are two issues to getting into a place....finding the right place, and secondly having an acceptable background check. The laws will vary from town to town, however most towns have some sort of inspecton (CO) requirement before the new occupancy. It is more important to understand what is written in your lease and the laws of your state regarding security deposits. Read your lease thoroughly and check with your state for some type of "renters booklet" which explains your rights.
