When should I start going out to view apartments?
Wait until you have the money, then view apartments. If you look first, you will be depressed by falling in love with an apartment, then realizing you can't afford to move in yet.

It depends on grounds for eviction. Is it a holdover or non payment. It can take 30 days - 6 months. It depends on the tenant as well as the county it was filed.
