It's not at all fishy. This happens all the time. The bank holding the mortgage may have approved the short sale and price, but now the mortgage insurance company is being asked to cover 20% of the loan and so they will also have to approve the transaction. This happened to me recently on a short sale and, yes, it caused a delay of about 4 months. I will say, however, that the listing agent was not as diligent as she could have been, in my opinion, and had she been it might have gone a little more quickly.
Most banks will delay the auction date, which is within their discretion, in order to complete the short sale. They know they will probably get more and spend less if they short sell than if they foreclose. I think your chances are pretty good of getting the home, it just takes patience.... more
A foreclosure house is owned by a bank - the bank foreclosed on the house due to the owner not making payments. The only way you can purchase a foreclosed home is to wait until the bank lists it with a Realtor for sale (which can be a couple months to a couple years). The bank/owner will want current market value for the house, not just what was owed on the property before the foreclosure. (And, in today's market most foreclosures more was owed on the property than current market value so you would end up paying less than what was owed anyway).

What forms are your going use in order place a bid, lenders have certain requirements unless you know the "rules' paperwork would end up in the trash .

Since it has all utilities was there a house on it at one time? How much are they selling the land for and how much are you putting down? Since the amount you mention is small, is there a possibility that the owner will carry a note for a limited time with a reasonable charge? Also, there are lots of other things to consider when purchasing land. The well should be certified for flow and potability. The septic should be certified that it is functioning and still has capacity. What do you plan to do with the land? If it is to farm, will the well provide enough water? What are the rules for the land usage? Different counties have different codes for what type of dwelling is allowed on land. All of these are questions that need to be answered before you purchase. You will need to look for a specific type of lender that is familiar with all the above mentioned things and come in with a sizable down payment before they would even consider loaning on land. The eviction is called an Unlawful detainer. I highly recommend either hiring an eviction service or lawyer to help. Any mistake during the process can be costly...both in terms of time and expense. At the very least buy the NOLO book on California evictions.... more
I would also suggest that you contact a lender and ask those questions... however, if you were not named on the deed or the loan of their home, there should be no reason you cannot qualify for a home.
You would have to talk to a lender about what type of loan program you would qualify for because you may be restricted from FHA, due to the fact that if you are married, FHA wants to run credit on both spouses whether or not both will be on the loan.

You may want to reach out to the Government and see if there i help. Lenders will modify the loan if it makes sense. The problem with most loan Modifications is that if you purchased with an FHA loan they can not set you up with a mortgage payment that is more than 31% of your gross income. Often this amount is not enough to cover taxs, insurance, interest, Hoa fees, and any type of reasonable principle reductionat your new income level.
