Yes, they should, screen tenants credit, rental history and in most cases do a background check.
Lets say that you buy a property for $100000 and want to rent it for $1000 a month, would you rent it to the first person that says they can pay for it? Or will you protect your investment and avoid risks of losing money because a tenant that just moved in can't afford the rent on a monthly basis, or is always late, while you have to pay for property taxes, insurance, income taxes, etc.
Hope this helped.

Wrong advise. It would not matter what happened to the house in the past, the foreclosure is over and gone. Someone now owns the house and likely the bank bought it and it is correctly called a bank owned home now. Banks sell homes, they do not rent them and certainly would never rent to own one which is a horrible idea at best. They require you to get a loan to buy a rent to own, did you know that? You still must get a loan. Your best bet is to rent now and just buy when you really can buy and forget the rent to own nonsense. It is rare and I bet you could not even find one because they don't work and sellers avoid them.... more
In this area the best way to find the Catholic Schools is to look up the Diocese of St. Petersburg. Here is the website: http://home.catholicweb.com/dosp_ocsc/index.cfm/NewsItem?id=142465 listing for High Schools.
Here also is a search via google maps.
Hope this helps. Call if you have questions.

Carrollwood is a nice established area close to downtown Tampa and centrally located. You may be a bit early. Most landlords start advertising property for rent one or two month before they are available again. Do go to the tax records and check and make sure owner is not in distress and is the one you are dealing with. Be careful if you use Craiglist as there are fraudulent rental listings there. Do not send any money anywhere ahead of time. You must have a signed contract by owner of record before any money transfers hands. Good luck and enjoy Tampa. It's a great place to live. Truly has a very helpful Crime Tracker tool. Go to the address and then look towards the bottom, there is a tab for Crime. It will show very recent crimes.
Hope this helps.
PS You can also go to the Hillsborough County Sheriff's website to find crime history but Trulia's is quick and easy.... more
Dear Mayte, these rentals are hard to find, but not impossible. The most important thing for you is to find an agent that specializes in rentals. Otherwise is going to be very hard for you to locate the unit. Also be very careful if you decide to go look on craiglist. There are many legitimate ads there, but also dangerous scammers. Try to post another question here something like " Looking for an agent willing to work rentals". Most agents are focused on home sales. I hope this can help you.... more
Since rent to own properties may not be listed as such, consider working with an agent of your own. Keep in mind that rent to own can be risky and one could stand to lose a bit of money, therefore do inform yourself well, and consider consulting with an attorney who specializes in real estate beforehand. If you haven't done so yet, visit with any licensed loan officer, see if you can buy outright...... more
