First of all I want to know if you are working with agent.? The reason for asking is that your agent should be able to guide you through the process of what to do to purchase the property located at Spinnaker Cove in Foster City.
If you do not have an agent what you need to do is to get yourself a knowledgeable agent.
In general some of the steps needed to purchase a property being offered by a lender are the following:
Get pre-appoved by a lender or a mortgage broker.
In addiion, since this property is a foreclosed property there are some requiremsnts to be followed when purchasing property directly from a lender.
The Seller or lender requires a potential Buyer to be pre-approved by certain lender but it is not necessary to work with this lender.
When purchasing a property from a lender the disclosures are minimal and inspections are not provided.
It is up to the Buyer to order and pay for all the inspections. Also the Buyer should make all the necessary investigations to learn about the condition of the property.
The Buyer should read and understand all the documents provided the home owners association.

When compared to recent sales of similar homes the pricing is where it should be. The market has been giving sellers $500 to $525 per sq ft for homes of the size. While it's not what I would call "remodeled", it has been cleaned up and presents well. There have been recent sales in that neighborhood at $400 per sq ft but the homes were in need of work that was mostly cosmetic. Paint, carpet, updated lighting etc. Even after the update you would be saving money and have exactly what you want. The inventory is low and homes that are priced right are moving in 30 days or so. Just a quick analysis but I hope it is of use to you. I would certainly scrutinize it closer if you were going to put an offer on it.

The property tax rate all throughout California is the same, 1 and 1/12%. Some cities have additional taxes for school, parcel, etc., which can be found on the JCP report and Property ID that the seller has to provide you with. Also an escrow officer can give you that information. I would be more than happy to provide you with any of this information.

For the general public, trying to buy properties at the trustee is a dangerous and complex process.
#1 you need to show up at sale with certified cashier's check for the amount of your bid.
#2 rarely if ever will you be able to get into property to inspect before trsutee's sale.
This is not for the inexperienced.
Almost all REOs end up on mls.
That is the best way to buy a foreclosure property.
On trustee foreclosure sale, no agent is involved.
You need to work directly with the company handling the trustee sale to get more information.
