Usually vinyl siding is "defect-less" and problems come for band installation, such as siding being nails too tight to the wall. This is easy to detect - you will see warping / bubbling in the siding.

You should analyze the trends in the neighborhood to see where the values are. The other thing you want to be careful of is renovating a home in a neighborhood that isn't up to par. The nicest house on the block can be a detriment as well.

If you are looking in some areas of Cherokee, Bartow or Paulding counties you can get a USDA loan with 0% down if the area qualifies. Again, ask your lender. Amanda- most "condos" in Atlanta are not like the ones in NYC but are townhouse style but there are many high-rise condos in midtown and downtown if that is what you are looking for. Depending on the price range there are many new condos that were built in the last 5 years and are coming on the market sporadically as builders finish them or leases end since many opted to lease them rather than leave them vacant during the recession. I am a contractor in Tampa, Fl. If you are using a small contractor for a small to mid-size remodeling project ($5K to $60K), the proper mark-up should be 25-30%. 15% of it should be the company mark-up and should be reflected at the bottom line of the budget. The other 10-15% should be in the general conditions and should cover supervision, travel, insurances and office supplies. Be aware of contractor who try to hide their costs and fees in lump sum contracts. I believe that transparency is best and shows that you are an honest and trustworthy contractor who is looking out for the best interest of the homeowner. I actually had to answer a question somewhat like your this morning. Along with my explanation, I sent the home owner a link to a website I found on the internet by searching "proper contractor mark-ups" for an example for her...actually I found this site in the results as well.
