The home in which you're interested is part of the Sunburst HOA. And, yes, so far as I recollect, they do, in fact, allow pets within the community. Check the CC&Rs to determine how many pets are allowed within each unit.
As for inside laundry and air conditioning, again, check the CC&Rs to determine if this is allowed. If you are the lucky person who purchased this home, your Realtor should be there to help you review and understand the HOA's rules and procedures.

It depends. For one, it has to be heated to be counted. Also, to be legal, it was be permitted by the governing agency. Otherwise, it would be illegal and in worst case, needs to be removed

A response here from a local contractor would be great! However, a good rule of thumb is $250 to $300 per sq. ft. Of course it depends on what you're adding. Kitchens and bath remodels are more expensive, bedrooms and family room additions tend to be less expensive. You can also check with your homeowners insurance agent to find out what cost/sq. ft. figure the company uses for calculating replacement values in this area.
Just be sure the quality and finish of any addition you do is consistent with your existing home and the other homes in your neighborhood. If your add on is done too cheaply it'll hurt your home value when it's time to sell, and overbuilding for the neighborhood will make it difficult to recoup your investment.

Yes, the advertisement that you have linked to is is a scam.
The advertised rent is less than half the fair market rent for this property. No legitimate property owner rents their property for less than half the fair market rent for that property.
Also, no legitimate property owner leaves the country without making prior arrangements with a licensed property manager to make certain that the property is properly maintained and rented.
The contact person listed in the advertisement does not have a valid, active California Real Estate License and is not the owner of the property.
Unfortunately a number of scammers have placed fake advertisements for properties for rent to collect the deposits and prepaid rent. The scammers then disappear with the deposit money and prepaid rent.
I have flagged the advertisement as suspected fraud.
I recommend that you also flag the advertisement as suspected fraud and report the advertisement to The Santa Clara County District Attorney's Office, The San Jose Police Department and The Federal Bureau of Investigation.
