Generally a short sale approval takes between 3-6 month then followed by escrow period that can take up to 45 days depending on your financing.
There isn't really a "magic" number that the lender want since it varies property by property. The lender will only approve a short sale knowing that they lose less than taking it to foreclosure auction or as bank owned sales.
The most important thing is to have your offer submit to the lender as lender only work with 1 offer at one time. They only wanted the agent/seller to submit the "best offer" and a lot of time, the agent get to pick which offer is the "best offer"

Thanks everyone who responded! Looks like they'll need to contact an attorney, but they might get lucky. Apparently the buyers want a lot of changes and fixes that were taken into consideration when my parents dropped the price of the house. So i'm guessing if my parents refuse, then the deal might be off, depending on the buyers' response? I'm still having them contact an attorney just in case, however. I have learned that if something is suspicious it is because the whole story is not being told or misinterpreted.
Why did you ask this from the lender's side of things i.e. "I have a lender tied with my agent..." First I would investigate and make sure everything is on the up and up. For instance your listing agent has a REALTOR's license and so does the Buyer's Agent, otherwise they may not be ethically bound to work together or licensed.
If everything is on the up and up; your agent should have his/her broker contact the listing broker and get on the same page but before that your agent should have already gone through the steps of writing up an offer, and provided to the listing agent. This Real Estate 101 and your agent for sake of this writing submitted the paperwork then there should be a response, also in writing. Again if not, the Broker's should be informed of the non-compliance. My feeling is that someone is not following process or something weird is going on. From experience I have had this happen when a listing agent was holding off a property for another buyer, fearing my offer would get accepted over their friends. That is when the brokers step in. But again, your agent should know all this, it is basic stuff and makes me wonder if it is your agent and not the listor.... more
It depends what you have in mind but that particular property has large yards and the costs would range from at least $50k-$100k. You could spend millions if you wanted to but right now the market is slow and you can obtain competitive bids. If you just want to build fences, put in some paths, grass and sprinklers it could easily run $100k or so including permits, plumbing, wiring, etc. You will need cash to buy materials and pay contractors.
