Yes they can because it can affect the other owners as well and their ability to sell. That's because condo developments with a large investor concentration may not be eligible for financing. Alienating potential buyers can bring down property values and impede the efforts of others to sell, and when it comes to shared ownership like a condo, it's about the greater good. That's not to mention the perceived difference between renters and owners and who will take better care of the property. Again, it's the greater good.

There are some agents who are exclusive buyers agents. There are specific training courses and designations available to exclusive buyers agents, but you don't need the designation to be a great buyers representative.
In my opinion, experience is what you need. Look for an agent that does 20+ deals/year and has been in the business for 5+ years. You may choose a newer agent, but be sure they have an experienced mentor and team to help them through any difficulties. You do not want someone learning on the biggest purchase of your life.

Windstorm insurance varies from house to house depending on a variety of factors including roof design and elevation above sea level. After 2002 new homes were required to have window coverings . which also helps to reduce windstorm insurance costs. Not knowing these factors makes a guess somewhat difficult but a ballpark guesstimate is under $2000 a year for a home about 2,000 sqft Air Conditioned living space. Be cautious about many of the waterfront properties you may see advertised. Not all of the canals lead anyplace other than around the canals. Some, especially in the Sebastian area have no access to the Intracoastal Waterway from the canal. Sebastian does offer an excellent boat launching park at the waterfront.
