If a house is noted "Public Record" on your site, what does this mean?

It means the house is currently not listed for sale. The house is shown here as public information. You can type in any address and it will pull up the property, but it may not be for sale.

Just Purchased a home that was listed for now it says public record. Coincidence?? Probably not. Probably sold no longer for sale or something else.

I'm really frustrated to find a site like Trulia that I believe is giving valid sales, only to find hey list these houses to drive their own sales! False advertising!!

Nearly every house in the US can be found on sites like this and Zillow regardless of whether they're currently for sale because most everywhere, that information is available to the general public, aka is a matter of "public record".

There are a multitude of websites that offer up basic publicly available information about specific homes because it's an easy way to drive traffic to these sites which they need to have happen in order to generate the add revenue that keeps them going.

Why would they put on there if the house was not up do sale. Would it be they didn't pay taxes on it.

A public record is just that, and the property may not necessarily be for sale...
