Are you allowed to park at a broken parking meter without getting ticketed?

Yes, you can, in my experience. When I used to ride my motorcycle to work there was a row of eight motorcycle parking spots with a meter that was broken for a couple of months. My coworker and I parked our bikes there as often as possible and neither of us ever got a ticket.

If a $100 ticket is going to be the end of the world for you, it might be advisable not to, just in case. But I've done it dozens of times without getting a ticket.

Official answer from the SFMTA website: "If a meter is broken you are allowed to park at that meter for the posted time limit."

I would not suggest it because if you get a ticket, trying to prove that the meter was broken would be more of a hassle than it is worth.
