The Landlord is in breach of national landlord tenant laws & regulations. You can report the landlord to local housing authorities in which reinforce the landlord tenant laws. These laws are in effect to decrease the likelihood of slumlords arising more frequently.
A landlord MUST give 60 day notice in writing of intent to increase rent, If, a utility within the lease is not the tenants responsibility & it is in writing ,the landlord cannot raise rent to force the tenant into taking over the utility...

Duane is exactly correct! I found an add on Trulia for a house for rent and I thought the rental price seemed a bit low for the area in Toledo, but I took the chance and responded to it. I got a normal response from the "property owner", I corresponded back a few times, but noticed that their language or writing was a little "off". I went to the Lucas County real estate lookup tool to find out who the property owners were and the names did not match. I found the same house for sale on Trulia and contacted the real estate agent handling the sale and informed her of what I found and she verified that the owner was not intending to rent the property and that it was definitely a scam.
