You also have to be licensed with the state in order to obtain the city permitting.
State licensing about $500, City General Contractor "License" $100, General Liability or Compliance Bond, and Builders Risk insurance just to start.

Yes, is the short answer. The longer answer is that you need the proper permits, meetings with city hall, and qualifications.
