Is it only possible to rent a property on a short term basis in an area zoned for rental or can a property?

outside of the zones be licensed for short term rental?

I am originally from Europe and I think I understand your question. The answer is you can rent property (I think you mean house or condo) on short term basis and it DOES NOT need to be zoned rental. Even better- you don't need to get a license to rent your home (at least here on Hilton Head, SC). Feel free to contact me with more questions

Since im not yo clear on your question, there are 2 possible answers.
The community deed restrictions usually determines the allowable uses for the individual homes. Most regular Residential communities allow full time residents and long term rentals (12 month or longer ).

Some communities are designed and built with short term rental use in mind. That is included in the deed and all buyers of the community are aware, sometimes full time residents are discouraged from buying in those locations.

Then there are mixed use communities where full time residents and short term homes are all together. What you must keep in mind is that besides the community restrictions, in order to do short term renting you will need to register and get a city license, since in the eyes of them you become a Taxable Hotel Room property. That is the case for any property rented for periods of under 12 months (on apartment complexes there is a 7 months minimum, I cannot give you details on this exception). Hope this helps.

FIRST ANSWER

What exactly is the zoning? Usually, the length of time for which a property can be rented is determined by the governing association IE: Home Owners Association or Condo Association. Your answer should be in those documents. The owner of the property should have a copy. If not, the owner would have to purchase a new set of docs. They typically cost between $25 and $30.
