FIRST ANSWER
I've not heard of that, but you can contact the Pennsylvania Housing Finance Agency for information on programs that they have for first time buyers, fixed income buyers, elderly buyers and more! You can also contact local lenders such as PNC Bank and Dollar Bank for other programs.
