The laws for this totally vary based on the state with some requiring you to have a brokers license and others not. (Most do) Check this website to find specific information about your state:

A more important qualification would be the experience managing properties and the rules, regulations & legalities. Property management & commercial real estate are a unique business of their own. There still is an air of the "old boy network" in this business. Below is a link to the Massachusetts Division of Professional Licensure for refrence. The Greater Boston Real Estate board, http://www.gbreb.com also has an association for commercial & property management.
