Best rooftop bar scene I have been to close to the Loop is the top of the Wit Hotel (Roof on the Wit).

Try the new one on the roof of the Lincoln Hotel, where Lincoln Ave runs into Clark.

I really enjoy ZED 451, they have a brunch menu on Saturdays and Sunday for the roofdeck area and $3-$5 cocktails. Not sure this is still going on with the change in season now though

Pegasus in Greektown has a nice open area to be enjoyed during the good weather months.
