If you are looking for really inexpensive homes, then I would first suggest doing an MLS search and contacting the selling agent to see the property. Just as an FYI, there won't be many buyer agents that will want to work for the small commission on a $10,000 home and if agents are reluctant to work with you that may be why. The average commission on a $10,000 home probably wouldn't cover the gas expenses for a typical home search. The best thing for you to do is work with someone that not only knows about helping you get that credit score up but also knows about mortgages.

Yes these add value, and can reduce time on maket when selling. Marketed correctly that can help you get a higher sales price also. For example instead of the same old copy we all see in the adds today you can for example advertise; "Spend your household budget on entertaining now that less goes to the local utility." or Enjoy the relaxing sound of rain on this metal roof and rest easy knowing your roof is secure for decades to come. Followed by Save Tens of Thousands over the life of your loan with the 50 year metal roof installed in 2011. You get the idea. Scranton is made up of a variety of different types of homes (Size, Design, Age, etc) due to that varying level of appeal contained within the city taking a broad number such as the "... average cost of properties that were sale..." may not be the best or most precise approach to any sort of valuation. They certainly can fix the problem, it may take a little time though.
