Transfer from one school to another in Portland is not always simple, easy, or guaranteed. Just ask the out-of-area parents who want their children in the Mandarin Immersion Program at Woodstock school. Or the parents who want their children to attend Hollyrood Elementary. Many elementary and middle schools are by lottery, some with odds approaching the Oregon Lottery! Short answer: take people's opinions of "best" schools with a grain of salt and do your research on individual schools. There are "best" schools in "worst" districts and vice-versa.
