i understand the rentals have been practically "given" away to people receiving federal support such as section 8, temp. housing !

Rentals are not given away they are rented by private owners through section 8 when the landlords favor a guaranteed timely monthly market rate rental income. In most cases though, in practice, many landlords avoid renting their properties through section 8 due to stigma or preconception, which may or may not be justified.

In most cases the rental through Section 8 subsidies are not competing with other rentals. Your statement leads me to believe you are under that impression, though it is a misinformed one.
