These auction homes are somewhat deceptive. There is a listed price and usually a minimum price above that price that is not stated until you get further along. After that, when the bidding begins, home prices can go up 10's of thousands of dollars to the winning bidder. I guarantee you, a cash offer (which most of them will be) will be more than $99,000. What do you mean? Are you asking what you should offer? Are you working with a Realtor? If not, you should be. Your realtor can research sold "comps" in the area -- similar homes that have sold recently -- that will give you a good place to start. Just because you're offering cash, doesn't mean you get a huge discount. The lender will accept a fair offer regardless if it's cash or not. If there are two offers for the same amount - one cash, one getting a mortgage, then obviously the cash deal would be better.

I suggest you hire a Realtor to work for you as a Buyer's Agent. He/she can help guide you through the process.
