As for schools that zipcode is in the Lamar Consolidated Independent School District. They have three very good elementary schools, a decent Junior Highschool, but the Highschool rates fairly low based on state standards. The three solid elementary schools are Jane Long, Manford Williams, and Austin.
Sugar Land and Fort Bend County generally has a better school system than Lamar. The most desireable is Clements High School but the cost to live in that district is really high. I am not sure your budget at this point so hard to point you in a directly. Is there a reason you want to be that far out of town?
Safety might be a concern, again depending on your price point. However there are places around Richmond that are safe and have really nice homes. Riverpark West and Canyon Gate are two areas of nice homes in a very safe area with good elementary schools. Safety does increase as you move into Sugar Land along with more ammenties. Generally speaking from a desireability standpoint most home owners prefer the following order for safety, schools, and ammenities:
1. Sugar Land or Katy
2. Missouri City
3. Some Richmond Areas like Pecan Grove, Greatwood, Riverpark West, Canyone Gate, and a few others.
