Heritage Presbyterian church in New Castle, DE has ESL classes. Here is info from their website:
"Heritage offers free Adult English Classes on Beginner, Intermediate, and Advanced levels.
We have 2 sessions each week, and you may choose to come for one or both.

Sunday mornings 11:15 am - 12:15 pm
(Childcare is provided for all ages)

Wednesday evenings 6:30-8:00 pm
(Childcare is provided for ages 3-5th grade)"
