As you see not many Realtors will directly answer this question. It is illegal and goes against Fair Housing Laws for us to discuss specific school rankings, crime, safety, etc..
If you are asking about Philadelphia Public Schools, the elementary school will be decided by boundaries and which cachement you're home falls in.
In Center City and South Philadelphia, the neighborhoods most of my clients have sought are within Meredith and Greenfeld elementary school cachements. These schools are located within the Queen Village/Bella Vista & Rittenhouse Square Neighborhoods.
There are also many Charter School options throughout the entire City of Philadelphia.
You can actually research various schools right here on Trulia. Look at the upper tab for the "Local Info" drag down and click on "Philadelphia Schools". or follow this link: http://www.trulia.com/real_estate/Philadelphia-Pennsylvania/
Some other good resources to use for research and analysis on schools are: http://www.thenotebook.org/blog/102194/how-does-your-school-…
When you decide to start shopping for a home, I'd be happy to help you. Please feel free to call me anytime with any real estate related questions. I'm always available to assist you.
Looking forward to speaking with you soon.

Philadelphia is a wonderful city and I am sure you will enjoy living here and exploring the history, green spaces, art, and food. Location is also a plus, short trips to the ocean, mountains, Washington DC and NYC.
The Fair Housing Act is legislation that was enacted, in part, to eliminate what is known as "steering" or guiding certain classes of people to or away from areas, schools, etc.
What you can do is go on Every Block which is a website that is very popular and you could post your question to the general public, or look at the Philadelphia School District web site.
