What is your definition of good? The question is too general for a proper answer. What grade levels(s) are you interested in? Tracy has 2 high schools and each has specific subects they specialize in. At the elementary level the country schools are better in all subjects. Jefferson is highly rated and has a new elementary school in the Edgewood development. Lammersville district in the west country area (and Mountain House) is rated higher than average also.

The general concenses is no.Especialy at Junior High and Highschool levels.But it looks like you have Elementry School age children.
Look up the schools scores.Ask them about your concerns.People are moving in and out in droves so they should be helpful right now.
