Chances are the home doesn't qualify for conventional financing. You would need a construction loan or rehab loan to finish whatever needs to be done to make it a legal dwelling.
If a home doesn't meet certain requirements, people can't occupy it. The original owner may have completed half or even two thirds of the project, but it's not a legal dwelling until the inspector signs off and a certificate of occupancy is provided.

We work with a property management company that has various buildings from 3 units to 100's and some of them are downtown St. Pete. Availability of units come and go so it is best if you contact them directly. My partner and I do some property management as well as sell real estate.
We will have a 2 bedroom 2 bath condo on the 6th floor in the Brightwaters Tower condominium on Snell Isle that will be available December 1st. It has a great water view of Tampa Bay. It is located about 5 minute drive from Downtown. They do not allow pets or smoking and the rent is $1,200 monthly.

We own and manage a lot of property in this area and we find it profitable. We have colleagues we work with that own a lot of homes in this area. Between us all we control about 300 homes in the area.
Prices are low and rents are good so our CAP rates are high. It is not without its challenges. We own properties in most areas in St Pete and do find this our most profitable area.... more
