generally speaking when looking at changing the exterior look of a home in an Home Owner Association, Owners will have to get the approval for any change on the exterior facade that will alter the builder's architectural vision.
You can certainly add bed flowers, lighting, etc.
The builder's architect and design's project for the subdivision are approved by the city and reflects the intentions of offering a nice looking subdivision, inspired by the designers.

Lara, you should plan on a minimum of about $100 per square foot plus the cost of the lot. The sky is the limit on the high end, but it's hard to build for much less than $100/sf on the low end.
Try to control changes. Builders often charge a fee for changes and they can often be the cause of costly budget problems. No house is perfect, so if you have a budget, you should plan on some compromises along the way.
The price is largely dependent upon what you want to build. Granite and tile will cost more than laminates and wood floors cost more than carpet floors. You can control your budget by building a style of home that is common to the area, as the local builders will be more familiar with it.
Another option is to buy a spec home from a builder. They are doing inventory reduction around this time of year and if you buy one that they have on the ground or near completion, you can often get a pretty good discount from the listed price.

Try to see if you can qualify for a "Down Payment Assistance Grant". With a 4% or 5% Grant/gift issued by a Texas housing corporation, you may be able to buy a home with little to no money out of pocket. To qualify, your credit must be a 640, your income must be $84000 or less and the maximum purchase price is $260,000. If you can qualify for an FHA loan, you may be able to qualify for down-payment assistance.
