Homeowners Association (HOA) fees are funds that are collected from homeowners in a condominium complex to obtain the income needed to pay (typically) for master insurance, exterior and interior (as appropriate) maintenance, landscaping, water, sewer, and garbage costs. The costs can be even higher when you have a marina, pool, etc. Therefore, the fees for a condo are specific to the costs of each particular condominium complex.

As long as one of the legal owners is 55+, you can live there. I have clients who own there and are rarely home. They bought in so they could travel and not worry about their home.

Sure. FHA requires 3.5% min down and conventional loans require 5-10-or 20%. Below 20% on any loan will cause there to be insurance (MIP or PMI) added to the loan payment. If you have a credit union they have more 0% down options.... more
Unfortunately you are about 10 years too late. In today's environment many HOA's have put in place rental restrictions that the banks and laws now support. With the glut of investors picking up condo's in the bubble era many associations have lists of people wanting to turn their properties into rentals.... more
Usually the new purchase price with determine your taxes. If this is in Rossmoor???? the tax rate is.1.25% of the purchase price. There may be ways to save money however. The last 2 bedroom unit that sold there in February 2012 showed HOA of $582/month. It could be more or less for this unit for 2013. This property isn't appearing on the MLS as for sale (yet) although your link shows a a Rossmoor broker as the listing agent.
Note that there is also a membership fee.

Are you aware that your monthly co-op (HOA) fees will likely run in excess of $550? While Rossmoor has a lovely set of amenities to enjoy, it also has a lovely set of amenities to financially support.

There are four separate, FREE, bus lines that operate in Rossmoor and to Walnut Creek. My understanding is that BART is not a schedulede stop but a driver might have the discretion to make it. Otherwise, it's a few blocks walk from where the bus stops to the BART station.

You can't allways tell whether a material contains asbestos simply by looking at it. Because you are in doubt, treat the material as if it contains asbestos and have it sampled and analyzed by a qualified professional. Taking samples yourself is not recommended.
