Hadara,
No it's not common and yes, it's likely a scam. Save your money, search the area in person, view the rentals before committing any money. If a deals too good to be true,...

It is a common SCAM. Never send money to anyone without seeing the property.

Understand also that these grifters use greed as the primary motivator. Be very skeptical of anything that sounds like a good deal. The better the deal the more likely hood it is just someone offering to separate you from your money.

If you're finding rentals way below what you're generally seeing, that has to be a red flag for you. The market is extremely competitive. If you find the listing online, the person listing it has access to the same rental data you do and isn't going to give away money. People want to "beat the market" and find an inexpensive place to live, but it's just not likely and is probably a waste of time. You could possibly seek a rental outside of San Francisco and use public transportation to save money. SF is experiencing a housing crunch and it's not going to end soon. It's probably a scam. Are you finding these on Craigslist? You should be able to look at the apartment before you make any payment. If the landlord or property manager is not willing to meet you, move on.
