Hello,
We are a professional property management company and work extensively with S8 PHA.
Your 3 bdr voucher, in reality, is just that - 3 bdr voucher. The dollar values associated with it do not mean this is the amount of money necessarily allotted for it to pay owners.
These are max official pay outs only.
In reality, the owner of PHA approved property, 3 bedroom in your case, will only receive the Fair rental amount for the area approved by the local office coordinator.
This approved rent will be in line with market rates in the particular area where the home chosen is located.
We can assist you in finding this type of home, we also may have 1 or 2 available through out company owner list and those f others we work with.

I think you need to check and see what Philadelphia county will pay for rent before you decide on any property because rents depend on HUD. Please feel free to call me

I can't help you with the rental, however I can help you with changing your voucher for rental to the home purchase. I current have clients purchasing new construction with the purchase voucher at $800 or less.
