Downtown LB is going thru a wonderful change and transition in terms of retail, business and some housing conversion such as the lofts and many of the wonderful Ocean Blvd luxury complexes but as you start moving above 4th St the housing make up changes thus the rents.
There are many areas in OC (Santa Ana/Orange/Anaheim) where you could find comparable rents as well as many areas in LA County. It is all about location.
A very important point I would suggest also is if you have kids, please do a Megan Law online search in such areas. I had clients who have several small kids and once they did a Megans Law search quickly made the decision to not move into that area.

Long Beach is a fantastic city to live in. Great restaurants, nightlife, close to freeways, mild weather, etc. If you're not familiar with the neighborhoods, drive around and pick out the areas you like best.
