Is it easier to negotiate with a new building with 800 units in the summer or an old building with just a few vacancies in the winter?

Seasons do not matter. I depends on asking price and how long it has been on the market. For example a 500 unit in a deprived section of New York City that has been on the market for an extended period of time will be easier to negotiate than a 800 unit new to the market.
