Is a Proof of Financial Responsibility as good as a Proof of Income for renting a home/apartment?

I would imagine no. Just because someone is responsible, it doesn't mean that they have been paying on time. As the Landlord.

Home owners and condominium owners who rent their property are just ordinary people who want to earn income from property they own. They look at credit reports and proof of income. Some will accept less proof if they can get more rental income.

I'm not familiar with large apartment complexes.

There is no standard form of proof, Unspecified. Find out what the particular landlord or property manager requires, and satisfy that requirement.
