Is Linden New Jersey 07036 rent controlled? If yes, how much can the landlord increase my rent yearly? What is the allowed percentage increase?

Linden, NJ is a rent controlled municipality in the State of New Jersey. The municipal ordinance allows for an annual rent increase of the which is greater than the percentage difference between the consumer price index ninety (90) days prior to the expiration or termination of the lease and the consumer price index ninety (90) days prior to the date the lease was entered into with such tenant, or of five (5%) percent during any twelve (12) month period, whichever is the lesser.
