My brother used to be city manager in Cibolo and it is a well-run, growing exoburb about 30 minutes from Central San Antonio and about 10 minutes from major shopping.
There has been an explosion of new communities there, so I would tell you to use caution when buying there if you do not intend to stay for more than a couple of years. (Continued new hosing starts can affect resale of similar homes on the secondary market).
There are excellent schools and a high standard of living as well as a good infrastructure.

It really just depends on which area you want to live in and works best for you! Both are great locations. If you want to live a more city-life, I think you would prefer San Antonio over Cibolo.
