Do I have to give my client's contact info to the tenant before the app is approved?

I am working with a landlord looking to rent out a home. We have someone who wants to submit an application but he is insisting I give my client's name, home, work, and cell numbers, emails, and employer information before he proceeds.

He has not have an agent nor does he have any agency with me. Do I legally have to give him the information before a lease is signed or the app is approved?

No - however, if your landlord wants to do so, that will be his personal choice.
The only time it is required, is after an application has been accepted, credit run, application approved, and lease written.
Then, it is appropriate to release landlord information.
