I'm sorry you're having such a hard time finding a place. The rental market in SF is the hottest in the country and it doesn't look like its slowing down anytime soon. Try calling property managers directly if possible rather than emailing. If your friend/roomate lives in SF, she should be showing up early to open houses ready to rock-and-roll with both of your applications, credit checks, and deposit check.
If you've already exhausted all of Trulia's rental listings, and you have a search alert set up for new listings within your criteria, you may want to check out some relocation agents like you requested. J. Wavro Associates and RentSFnow are two great options in San Francisco.
From my understanding relocation rates typically float around 1 months rent.
