Unfortunately, some towns do require a business license for rental properties; even if it is just one house.
Let me guess Riverside just curious Not sure what to tell you on that I would consulted an Attorney to see if there is any case law. Honestly you might be fighting a loosing battle. If you decide you don't want to deal with it at a later date you could sale it and hold a true owner mortgage that would change the terms and not be considered a rental property. While you still draw monthly income.
