One owner rents house out without Certificate of Occupancy?

I am an owner , Tenants in Common with another person of 1 family house that was being converted to 2 Family. There is no Certificate of Occupancy issued that I can find on department of building's records.

Without my knowledge, the other owner rented the entire house to 2 families. I called the police when I was surprised there were people living in my house.

The people who are inside my house, looked all moved in, said I am harassing them when I tell them they are in my property. I called the police and they police said this is a civil matter.

What can be done? I don't want to be held liable if anyone gets hurt in the house without a Certificate of Occupancy. I don't know any of these people and was hoping police would help me move them out since they are trespassing my unfinished house.

What do I do?
