Is a basement room with concrete floors, closet, two doors and a window considered a bedroom?

In most municipalities,in order for a room in a basement to be considered a bedroom it must have an emergeny egress (exit). A window may or may not accomplish this. It depends on the size. You should check with your local zoning.

In New Jersey it has to have egress WINDOWS, which means a window large enough for a fire fighter in full gear to enter the room through the window. that may or may not work in a basement bedroom unless the home has a walk out basement with enough of the outside wall exposed to allow for installation of windows that large.

I believe the room must include heat, and the sewage system must have the capacity to accommodate an extra bedroom. The sewage capacity determines how many bedrooms a home can have.
