FIRST ANSWER

As a Realtor in Allyn who is also a landlord, I would agree that the permit issue is between the homeowner and the county unless there is a safety hazard to you as a tenant. If you are concerned for your safety (such as a fire caused by faulty wiring or the house falling down in a bad windstorm), you should bring up the issue with the landlord. If he does not address the problem in a timely fashion, I suggest you move out.
