How often must a landlord change the carpet in a rental home?

Specifically referring to the home being vacated and then gotten ready for new renters.

There is no particular rule mandating how often a landlord must change the carpet in a rental property. I would suggest if you consider it a deal breaker to address it prior to signing the lease. Good luck

There are not specific guidelines for this but as a renter, it would be reasonable to expect carpets to be in well maintained and clean condition. Anything short of this should be addressed prior to signing a lease agreement.

It depends. Generally speaking the better the carpet the faster and easier that the place will rent. But how often? Some tenants take very good care of carpet. Some carpet lasts a lot longer than other carpet.

I'm not aware that there are any specific rules for how often a landlord must change the carpet. If you are a renter, you are entitled to a safe place to live, free of pests and with functional appliances. Page 8 of the attached form may be of some help.
