How do realtors get their commission when working with Section 8 tenants?

Usually Housing pays a portion if not all and the tenant pays a portion. I usually have the owner pay the firsts months rent to the Broker as they receive the check from housing.

Typically the landlord is paying the commission to the agents involved, not the tenant.

The compensation to the Brokerage is listed in the Multiple Listing Service. For a rental, it's usually all, or a portion of the first month's rent. The Brokerage then shares that with the agent based on their split.
