Does anyone know if the City of Philadelphia passed the ordinance 100011 regarding lead based paint in rental properties?

The ordinance requires landlords to have all paint removed or painted over. It also requires an inspection before renting. Has this been passed on Mondays session?

I lobbied hard to stop the legislation since the city does not have the manpower to enforce the bill. They would need to hire hundreds of inspectors to preview the 100,000+rental units in the city . Apartments would sit VACANT waiting for these inspectors.
