Dear trulia Broklyn

Your question depends, if it is a building or a house and are there Utilities and Electrical and Meters
in the basement. One can have access but does not mean one has to be given a key.

A lot depends on the contract for lease, is it spelled out?

Best regards

IT DEPENDS ON THE SITUATION. IF THE OWNER DOES'NT LEAVE ON THE PREMISES,
AND HE/SHE HAS NO SUPER THAT LEAVES THERE, I THINK HE SHOULD HAVE ONE TENANT THAT HE TRUST TO HAVE A COPY OF THE KEY IN CASE OF EMERGENCY. OTHERWISE HE /SHE WILL HAVE TO BE AVAILABLE WHENEVER THERE IS A NEED FOR ACCESS TO THE BASEMENT.

GOOD MORNING, DO THEY NEED TO, NO. HOWEVER, IF THEY NEED TO HAVE ACCESS TO SOMETHING THAT IS DOWN THERE, MAYBE. THAT SHOULD BE STIPULATED IN A LEASE BEFORE MOVE IN.

Yup, that makes sense that it needs to be agreed upon from the start!

please specify why you think you need access to the basement? is it a private house or an apartment
building, is your electric box down there. not sure what your asking or why so we can possibly help you
otherwise you can call the department of housing.

No, not neccasarily. The question is rather vague.
