Can the rental mgmt change the way something is billed which may increase the rent after a signed lease?

The reason for signing a lease is that both parties are bound by the terms:
A LEASE is a CONTRACT.
What you refer to, must be spelled out in the LEASE. If it is not, you will have to contact an Attorney.

Property management companies typically can raise rents and charge additional fees. However, they must make you aware of any changes or addendum's to the lease agreement.

Review your lease agreement, more than likely the answer will be found in the document....

The Lease Agreement wording should answer your question.

For example, rent might include cable service....or total monthly payment may be base rent plus the cost of cable.. If cable were to increase, your total payment may increase.

Without the rental agreement and details of the change, your question has no yes/no answer.
