Can a property owner file a complaint against her/his tenant(s)? What are the criteria?

Unfortunatly in New York City all you will accomplish is getting a violation issued against your building. If it is a maintenance issue.
If it is an assault issue, I have experienced the Police refusing to take a complaint once they find out it is a Landlord /Tenant relationship.
The only power you have is screen your tenants very well going in because once they are in, you as a landlord have no right to compain, it is their home.

Hi Trulia

Sure.
Tenants can be cited for: , trash, insect/ rodent infestation, Apartment maintenance, not allowing access for repairs and any damage to structural elements.
