if I move from another state and just starting out can I still rent with bad credit

Most owners of rental properties understand our current market conditions and understand that a lot of renters will have derogatory credit. I would be up front and let them know. Expect to have a background check done and they may require a larger deposit. If you have cash reserves, you can negotiate with prepaying a few months rent up front.

The reality of the present market helps you. Many people that are renting now have foreclosed on their home or declared bankruptcy. Don't be discouraged if a landlord turns you down, just move on to the next one. Not all landlords will focus on your credit. My advice is to meet them personally. Let them get a feel with what type of person you are.

There are landlords that donht completely depend on credit, they will verify your employment and ability to pay and get a reference from where you are currently living, for me i would avoid craigs list as it is loaded with scam listings.
